Five misunderstandings about the reform of super-ministry system

　　[Abstract]In the current discussion on the implementation of the Super-Ministry System, there are five misunderstandings of the nature. Based on the analysis and criticism of the misunderstandings, this paper presents that the nature of super-ministry system is the recombination of government structures and the reengineering of government operation mechanisms; promoting the construction of service government is the basic purpose of the implementation of the super-ministry system; interaction and mutual promotion are the basic relationship between the transformation of government functions and the implementation of super-ministry system; the propulsion mode must be the combination of the top design and the basic exploration ; China implementation of super-ministry system has its unique individuality.
