四、結語
我國現階段推進政府向社會力量購買服務還存在法律滯后于實踐、服務供給滯后于需求、預算管理體制滯后于采購實際以及集采機構缺位等現實問題。借鑒國內外經驗,我們還需在建立健全政府購買服務的法律、建立和完善公共服務集中采購目錄和建立競爭性為主導的服務購買體系上尋求突破,同時輔以行之有效的服務評價監督體系以充分保證服務質量。應該看到,政府向社會力量購買服務是一項“牽一發而動全身”的改革,是實現“國家治理體系和治理能力現代化”的創新之舉。推進政府購買服務并促成可持續發展的機制還需解決一些基礎性問題,包括轉變政府職能,實現政企分開、政資分開、政事分開;改革財稅體制,建立現代預算管理制度、調整中央和地方財政關系、合理劃分事權和支出責任;推進事業單位分類改革、改進政府對社會公益事業的投入模式等宏觀和微觀改革舉措,而這有賴于整個政治、經濟和社會體制改革的逐步深入而共同推進。

[Abstract]Promoting government purchasing services from society is a key work for accelerating the transformation of government functions, improving the governance capability, as well as promoting the comprehensive reform. However, in the current stage of social development of China, government purchasing services faces many obstacles, and needs to be perfected by a series of external systems. This paper analyzes the situations, problems and causes of government purchasing services in China, and puts forward the countermeasures, including amplifying the legal system, establishing a centralized public service purchasing directory, and setting up a competitive purchasing and supervision system.
