四、結(jié)語

　　我國現(xiàn)階段推進(jìn)政府向社會(huì)力量購買服務(wù)還存在法律滯后于實(shí)踐、服務(wù)供給滯后于需求、預(yù)算管理體制滯后于采購實(shí)際以及集采機(jī)構(gòu)缺位等現(xiàn)實(shí)問題。借鑒國內(nèi)外經(jīng)驗(yàn)，我們還需在建立健全政府購買服務(wù)的法律、建立和完善公共服務(wù)集中采購目錄和建立競爭性為主導(dǎo)的服務(wù)購買體系上尋求突破，同時(shí)輔以行之有效的服務(wù)評(píng)價(jià)監(jiān)督體系以充分保證服務(wù)質(zhì)量。應(yīng)該看到，政府向社會(huì)力量購買服務(wù)是一項(xiàng)“牽一發(fā)而動(dòng)全身”的改革，是實(shí)現(xiàn)“國家治理體系和治理能力現(xiàn)代化”的創(chuàng)新之舉。推進(jìn)政府購買服務(wù)并促成可持續(xù)發(fā)展的機(jī)制還需解決一些基礎(chǔ)性問題，包括轉(zhuǎn)變政府職能，實(shí)現(xiàn)政企分開、政資分開、政事分開;改革財(cái)稅體制，建立現(xiàn)代預(yù)算管理制度、調(diào)整中央和地方財(cái)政關(guān)系、合理劃分事權(quán)和支出責(zé)任;推進(jìn)事業(yè)單位分類改革、改進(jìn)政府對(duì)社會(huì)公益事業(yè)的投入模式等宏觀和微觀改革舉措，而這有賴于整個(gè)政治、經(jīng)濟(jì)和社會(huì)體制改革的逐步深入而共同推進(jìn)。

Research on Government Purchasing Services from Society

　　[Abstract]Promoting government purchasing services from society is a key work for accelerating the transformation of government functions, improving the governance capability, as well as promoting the comprehensive reform. However, in the current stage of social development of China, government purchasing services faces many obstacles, and needs to be perfected by a series of external systems. This paper analyzes the situations, problems and causes of government purchasing services in China, and puts forward the countermeasures, including amplifying the legal system, establishing a centralized public service purchasing directory, and setting up a competitive purchasing and supervision system.
