Abstract: Since the Eighteenth Congress of the CPC, in terms of the situation and focus of the innovative development as well as the institutional reform and human resources development for innovation, General Secretary Xi Jinping has stated that "China has become a scientific and technological power with important influence, but overall the basis of scientific and technological innovation is not solid", "innovation is the overriding force for leading development, the key is to rely on scientific and technological innovation to transform the driving force of development", "we need to integrate the technological innovation and economic and social development closely, the key is to properly deal with the relationship between government and the market", and "being innovation-driven is actually driven by the talents". These statements have answered the questions about the major theories and practices of innovation-based development, they are not only the latest theoretical achievement of the road of independent innovation with Chinese characteristics, but also the program of action for building a well-off society in all respects and an innovative country.
